The IDEX Université de Lyon project aims to develop a new improved world-class institution, with its 5 founding members, (the universities Lyon 1, Lyon 3, Saint-Étienne, the ENS Lyon and the INSA Lyon), involved in the discussion. Work conducted by the institutions and in the work groups entitled “component roadmap” have led to the proposal for setting up 8 training and research divisions, each initially bringing together current entities (UFR, institutes, departments, Schools) to work on assignments and a common academic project.

At the same time as this discussion, an organizational basis for transition is being examined so the institution will be operational immediately upon its creation. This structure concerns the center level and subsidiarity for a high level of independence for each of these training and research divisions, while respecting the specificity of each.

With this in mind, the general managers for the departments of the five institutions are carrying out an inventory of the four support functions: finance, human resources, schooling and IT systems. For the time being, this involves an inventory of the situation from an administrative point of view, and the options suggested for this will serve to complement the studies and improve knowledge shared between the institutions. Naturally, any project of this scale must and will be presented to the different staff representative bodies and the institutions’ governing boards.

At the same time, an initial assessment of the legal and institutional aspects is underway. The study involves deciding how the new type of institution will be defined so that legal entities will fit together, and will focus in particular on creating methods for organizing and operating this institution in the future.

These different areas will be discussed according to a schedule that is compatible with the commitments made to the international jury and for setting up the Université de Lyon by 2020.
