This document lays the foundations of the Target University’s statutes (nature of the experimental institution, organisation of the Target University, PFRs, campuses, composition of governing bodies, etc.). These statutes will be submitted for the opinion and the vote of the governing bodies within each founding institution in December 2019.
The Strategic Plan is composed of three volumes:

• Volume 1: General presentation of the project;
  
• Volume 2: Organisation and governance of the Target University, establishment of bodies and decision-making processes;
• Volume 3: Training and research divisions, ambitions and organisation (including the respective Strategic Plan of each PFR).
