[FORMALITIES] Start of the 2023 academic year: the MESR provides guidance

On August 16, the French Ministry of Higher Education and Research (MESR - Ministère de l'Enseignement supérieur et de la Recherche) published its guide to the start of the 2023-2024 academic year. This comprehensive guide outlines measures taken to improve the daily life of students, with particular emphasis on the importance of providing support to students.

Following on from the efforts made at the start of the 2022 academic year, the French government has taken additional measures to improve students’ living conditions, including:

  • A revaluation of the scales for calculating scholarship amounts (+€37) and neutralizing the threshold effects,
  • Freezing university registration fees and rents in Crous residences,
  • Keeping meal prices at €1 for scholarship students and those in precarious situations,
  • Reinforcing student health services,
  • Renewing the “Santé Psy Étudiants” free psychological support service,
  • Making arrangements to facilitate the studies of students with special education needs,
  • Renewing the Pass’Sport program for scholarship students to encourage students to participate in sports.

In addition to these specific measures, students will also benefit from measures designed to protect the purchasing power of all French citizens, such as the 1.6% increase in housing subsidies (Aides Personnalisées au Logement - APL) on April 1, 2023.
