[FORMALITIES] The Université de Lyon gives an update on the rights of students with disabilities

On January 10, 2025, the French Ministry of Higher Education and Research published an easy read version of the memorandum on the rights of students with disabilities or disabling health conditions, in order to make it more accessible and easy to share.

Understanding the rights of students with disabilities in higher education

The memorandum of July 10, 2024 is based on the Convention on the Rights of Persons with Disabilities (CRPD). It protects persons with disabilities against all forms of discrimination. It also affirms their right to study, receive training, work and be a full part of society like any other citizen.

As such, public or private higher education establishments must:

  • Make their premises, classes, websites and other services accessible,
  • Provide appropriate equipment,
  • Welcome all students, including those with a temporary disability.

The memorandum also outlines the steps involved in selecting an institution and enrolling in higher education. It details the role of the disability service or department within institutions: providing information, assessing needs and implementing appropriate arrangements and customized support (timetable, exams, length of studies, etc.), in consultation with a designated doctor.

Actions undertaken by the Université de Lyon

The Université de Lyon coordinates the network of disability advisors at member and associate institutions on the Lyon Saint-Étienne site to share best practices and develop joint projects promoting inclusion and better support for students with disabilities.

On February 1, 2025 the Université de Lyon organized the 7th edition of the “Getting ready to enter higher education” forum at Sciences Po Lyon, in partnership with the Lyon Academy Board of Education (Rectorat), in order to present to high school students with disabilities and their families the steps to be taken before entering higher education, as well as the educational support and assistance available.

A disability conference was also held in Saint-Étienne on January 29, 2025 for future students, as part of the wider Higher Education Conference held at Université Jean Monnet.

An information booklet entitled “Getting ready to enter higher education” is published each year to guide future students through the various steps and provide useful contact details for institutions on the Lyon Saint-Étienne site.
